INVITATION TO BID

The Bases Conversion and Development Authority (BCDA) invites interested parties to apply, qualify and submit Bids for the competitive selection of its private partner in an incorporated joint venture (JV) for the disposition of BCDA’s passive ICT infrastructure (e.g., conduits, fiber optic cables, chambers, colocation facilities, etc.) through commercialization, and as necessary, expansion, repair, and maintenance of the passive ICT infrastructure to address the urgent requirements of the NCC locators (“Bidding”).
 

BIDDING INFORMATION

The previous bidding for the project, posted on February 14, 2025 and suspended on March 31, 2025 has been duly cancelled to align the Project with the process and requirements of the Public-Private Partnership (PPP) Code and its IRR.

The JV Partner for the Project shall now be selected through competitive public bidding in accordance with the rules and procedures provided for under Republic Act No. 11966, or the Public-Private Partnership (PPP) Code, and its Implementing Rules and Regulations (IRR).

Interested parties can participate in the Bidding process by submitting a letter of intent prior to purchasing the Bidding Documents, at the BCDA Corporate Office located at 2nd Floor, Bonifacio Technology Center, 31st St. cor. 2nd Ave., Bonifacio Global City, Taguig City starting on May 28, 2025, for a non-refundable fee of Two Hundred Fifty Thousand Pesos (Php250,000.00), payable to BCDA in the form of cash or Manager’s Check. Entities that have previously purchased the Forms and Annexures from the original tender shall not be required to purchase the Bidding Documents again but will be given such Bidding Documents free of charge for this re-tender of the Project under the PPP Code upon the relevant entity’s request.  Prospective bidders shall also submit a letter appointing the authorized representative and execute a Confidentiality Undertaking using the templates to be provided online (refer to QR code) for the grant of access to the virtual data room for the Project.

Instructions to Bidders (excluding Forms and Annexures) shall be provided free of charge, downloadable from the BCDA website, for viewing. 

A Pre-bid Conference shall be held on June 4, 2025, 2:00 PM at the Asian Development Bank Headquarters 6 ADB Avenue, Mandaluyong City 1550, Metro Manila, Philippines. The final date of submission of Bids shall be on September 4, 2025, 12NN also at the BCDA Corporate Office. This Bidding is being administered by the PPP Bids and Awards Committee (PBAC) of BCDA. BCDA reserves the right to reject any or all Bids, declare a failure of Bidding, modify the invitation documents and the Bidding Documents or any aspect thereof anytime, and/or not award the contract for any reason without need for any explanation.
