The Bases Conversion and Development Authority (BCDA) welcomes the Court of Appeals’ decision to nullify a Tarlac court’s order that previously prohibited the BCDA and Clark Development Corporation (CDC) from recovering the 100-hectare Kalangitan Sanitary Landfill in Capas, Tarlac.

The decision supports the BCDA and CDC’s position that the landfill can no longer operate in New Clark City, for its contract has already expired and cannot be renewed or extended.

The Bases Conversion and Development Authority (BCDA) has intensified its efforts to provide assistance to the CJH Development Corporation (CJHDevCo) sub-lessees in Camp John Hay, Baguio City by helping them explore legal remedies and encouraging them to enter into new residential lease agreements with BCDA.

A Baguio court has junked another injunction application filed by several CJH Development Corp. (CJHDevCo) sub-lessees for failing to prove that they are indeed “non-parties” to the arbitration that should be excluded from the government’s efforts to fully recover the 247-hectare Property in Camp John Hay, Baguio City. 

The Bases Conversion and Development Authority (BCDA) received an overall score of 92.34% from the Governance Commission for GOCCs (GCG) in its 2023 Performance Scorecard, signifying the agency’s success in meeting targets under its national development mandate.

In a letter to BCDA Chairman Hilario B. Paredes and President and CEO Joshua M. Bingcang, GCG Chairperson Marius Corpus formally transmitted recent validation results, which showed that BCDA not only passed in its 2023 Performance Scorecard but also maintained above-90 scores during GCG’s annual performance evaluation.

More sub-lessees of CJH Development Corporation (CJHDevCo) have withdrawn their injunction application seeking to stop the Bases Conversion and Development Authority (BCDA) from fully recovering its Camp John Hay property, after a Baguio court denied a similar application filed by other CJHDevCo sub-lessees.

The fresh attempt of several sub-lessees of CJH Development Corporation (CJHDevCo) to block Bases Conversion and Development Authority’s (BCDA) full recovery of Camp John Hay has been denied again by a Baguio court.

Branch 79 of the Baguio Regional Trial Court (RTC) on 05 February 2025 denied the application of several foreign nationals, asking for a TRO to stop Branch 6 of Baguio RTC and the court’s ex-officio sheriff from implementing an arbitral final award mandating the return of the 247-hectare Camp John Hay property, together with all improvements, to the BCDA. 

Citing significant contributions to the Philippine economy, the measure to strengthen the Bases Conversion and Development Authority (BCDA) received green light from the Senate, after passing the third and final reading on Monday, 03 February 2025. 

In a move to find a common ground benefitting all parties, the Bases Conversion and Development Authority (BCDA) signed agreements with several sub-lessees of CJH Development Corporation (CJHDevCo) for fresh lease terms in Forest Estates, Country Homes, Golf Estates, and Forest Cabins in Camp John Hay in Baguio City.
