REQUEST FOR EXPRESSION OF INTEREST
Procurement of Consulting Services for the Human Resource Information System (HRIS) Project

1. The Bases Conversion and Development Authority (hereinafter referred to as “BCDA”), through the CY 2017  Corporate Operating Budget intends to apply the sum of Pesos: Two Million and 00/100 (Php 2,000,000.00), inclusive of all applicable taxes and fees, being the Approved Budget for the Contract (ABC) to payments under the contract for the Human Resource Information System (HRIS) Project. The Consulting Services shall include, but is not limited to, the following:

  a. Delivery, installation, configuration, testing, maintenance,
    documentation, and implementation, of the HRIS project;
  b. After-project Service and Support; and
  c. Technology Transfer

More details on the scope of work are provided in the Terms of Reference (TOR) for the project. Bids received in excess of the ABC shall be automatically rejected at the opening of the Financial Proposals.

2. The BCDA now calls for the submission of eligibility documents and Expression of Interest for the Consulting Services for the Human Resource Information System (HRIS) Project. Eligibility documents of interested consultants must be duly received by BAC Secretariat on or before 10:00 AM on June 27, 2017 at the Bases Conversion and Development Authority, 2nd Floor, Bonifacio Technology Center, 31st Street corner 2nd Avenue, Bonifacio Global City, Taguig City. The opening of the accomplished Eligibility Documents shall follow at 11:00 AM. Applications for eligibility will be evaluated based on a non-discretionary “pass/fail” criterion.

3. A Pre-Eligibility Conference shall be held on June 19, 2017 at 10:00AM. Issuance of Eligibility Documents will be on June 15 to June 27, 2017, from 8:00AM to 4:30PM. Eligibility documents may be purchased by the interested Bidder upon payment of a non-refundable fee in the amount of Pesos: Five Thousand and 00/100 (Php 5,000.00). The method of payment will be in the form of cash, cashier’s check, or manager’s check.

4. The BAC-C shall draw up the shortlist of Consultants from those who have submitted the Eligibility Documents and the Expression of Interest and have been determined as eligible in accordance with the provisions of Republic Act 9184 (RA 9184), otherwise known as the “Government Procurement Reform Act”, and its Implementing Rules and Regulations (IRR). From among those who have been considered eligible bidders, a shortlist of at most seven (7) proponents shall be drawn up. The general criteria for shortlisting are:

  a. Must be an IT development company with at least three (3) years business operation.
    In case of joint ventures, the lead firm should have at least 3 years’ experience in Systems Development;
  b. Must have implemented and completed a Human Resource Information System or
    project similar in nature; and
  c. The key personnel to be assigned to the project must have at least three (3) years’ experience
    in systems development.

Key Personnel should consist of at least the following:

  a. One (1) Project Manager
  b. Two (2) Systems Analyst/Technical or Functional Specialists
  c. One (1) Database Specialist

Shortlisting of proponents shall be based on the following criteria and rating system:

  Track Record 55%
  Years of Operation  10%  
  Clientele  10%  
  Successful Implementation of HRIS or similar in nature  35%  
  Qualification of Personnel  40%
  Workload Relative to Capacity 5%
                                                                                                     Total   100%

Proponents need to garner a rating of 60% or higher to qualify for shortlisting. In the event that more than 7 proponents qualify, only the top 7 scorers will be shortlisted. Shortlisted proponent shall be entitled to bid. Notwithstanding the eligibility of a consultant and/or its inclusion in the shortlist, BCDA reserves the right to review its qualifications at any time during the procurement process.

5. Bidding is restricted to Filipino citizens/sole proprietorships, partnerships, or organizations duly organized under the laws of the Philippines with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines.

6. BCDA shall evaluate bids using the Quality-Cost Based Evaluation (QCBE) procedure with a 75/25 ratio. The technical proposal shall be given a weight of seventy five percent (75%) and the financial proposal a weight of twenty five percent (25%). The proponents shall then be ranked according to the highest rated bid. The criteria and rating system for the evaluation of bids shall be provided in the Bid Documents.

7. The contract shall be completed within fourteen (14) weeks and shall be effective reckoned from the date stipulated at the Notice to Proceed (NTP).

8. BCDA reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Section 41of RA 9184 and its IRR, without thereby incurring any liability to the affected bidder or bidders.
