Supply, Delivery, and Installation of Traffic Signages and Solar Lights, and Reapplication of Pavement Markings
1) The Bases Conversion and Development Authority (BCDA), through the General Appropriations Act (GAA), intends to apply the sum of Twenty Million Sixty-Five Thousand Pesos and 00/100 (PhP20,065,000.00), inclusive of VAT and all other applicable government taxes, fees, and charges, being the Approved Budget for the Contract (ABC) to payments under the contract for Supply, Delivery, and Installation of Traffic Signages and Solar Lights, and Reapplication of Pavement Markings. Bids received in excess of the ABC shall be automatically rejected at bid opening.
2) The BCDA now invites bids for the Supply, Delivery, and Installation of Traffic Signages and Solar Lights, and Reapplication of Pavement Markings. Delivery of the Goods shall commence on the date indicated in the Notice to Proceed. Bidders should have completed within the last five (5) years from the date of submission and receipt of bids, contracts similar to the Project. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II. Instructions to Bidders.
3) Bidding will be conducted through competitive bidding procedures using a non- discretionary “pass/fail” criterion as specified in the Implementing Rules and Regulations (IRR) of Republic Act (R.A.) No. 12009.
Bidding is restricted to Filipino citizens/sole proprietorships, partnerships, or organizations with at least 60% interest or outstanding capital stock belonging to citizens of the Philippines, and to citizens or organizations of a country the laws or regulations of which grant similar rights or privileges to Filipino citizens, pursuant to RA No. 5183.
4) Interested Bidders may obtain further information from BCDA and inspect the Bidding Documents at the address given below during business hours from 8:00 AM – 5:00 PM and/or at the BCDA website (https://bcda.gov.ph/bids).
5) A complete set of Bidding Documents may be acquired by interested Bidders at the BCDA Corporate Center, 2nd Floor Bonifacio Technology Center, 31st Street corner 2nd Avenue, Bonifacio Global City, Taguig City, on 29 May 2026 (Friday) to 21 June 2026 (Sunday), from 8:00 AM to 5:00 PM, and on 22 June 2026 (Monday), from 8:00 AM to 9:00 AM upon payment of the applicable fee for the Bidding Documents, pursuant to the latest Guidelines issued by the GPPB, in the amount of Twenty-Five Thousand Pesos only (Php25,000.00).
The Procuring Entity shall allow the bidder to present its proof of payment for the fees in cash or manager’s check.
The Bidding Document may also be downloaded free of charge from the website of the Philippine Government Electronic Procurement System (PhilGEPS) and the website of the Procuring Entity, provided that Bidders shall pay the applicable fee for the Bidding Documents not later than the submission of their bids.
6) The BCDA will hold a Pre-Bid Conference on 08 June 2026 Tuesday at 10:00 AM at the BCDA Corporate Center, 2nd Floor Bonifacio Technology Center, 31st Street corner 2nd Avenue, Bonifacio Global City, Taguig City and/or through video conferencing via Zoom,

7) Bids must be duly received by the Bids and Awards Committee (BAC) Secretariat through manual submission at the address indicated below on or before 22 June 2026 (Monday) at 9:00 AM. Late bids shall not be accepted.
8) All Bids must be accompanied by a Bid Security in any of the acceptable forms and in the amount stated in ITB Clause 16.1.
9) Bid opening shall be on 22 June 2026 (Monday) at 10:00 AM at BCDA Corporate Center, 2nd Floor Bonifacio Technology Center, 31st Street corner 2nd Avenue, Bonifacio Global City, Taguig City and/or via Zoom,

Bids shall be opened in the presence of the Bidders’ representatives who choose to attend the activity.
10) The award criteria for the abovementioned procurement is Lowest Calculated Responsive Bid (LCRB), where the considerations for the award of contract are the eligibility of the bidder, the responsiveness of its bid to the technical requirements, and the lowest financial bid.
11) Prospective bidders are expected to have read the bidding documents, including the technical specifications, prior to attending the pre-bid conference.
12) The BCDA reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Section 70 of R.A. No. 12009, without incurring any liability to the affected Bidder or Bidders.
