PROCUREMENT OF ONE YEAR (1) RENTAL OF THIRTY-TWO (32) MULTIFUNCTION COLOR COPY MACHINES) FOR CY 2026
1) The BASES CONVERSION AND DEVELOPMENT AUTHORITY (BCDA), through its 2026 Corporate Funds, intends to apply the sum of Four Million Two Hundred Thousand Pesos (P4,200,000.00), inclusive of VAT and all other applicable government taxes, fees, and other charges, being the Approved Budget for the Contract (ABC) to payments under the contract for the ONE (1) YEAR RENTAL OF OFFICE EQUIPMENT (THIRTY-TWO (32) MULTIFUNCTION COLOR COPY MACHINES) FOR CY 2026 with Project Identification No. BG2026-036.
Moreover, the contract is for a one (1) year period, subject to the following projected number of sheets per type of machine:

2) The Bid proposal shall be on a per-sheet basis, which shall not exceed the following rates:
Monochrome - Php 0.70
Color - Php 5.50
The bid proposal shall be rounded off to the nearest hundredths.
Notwithstanding the estimated volume of reproduction, the billing statement as well as the payment shall be based on the contract rate per sheet and the actual consumption of BCDA.
Bids received in excess of the ABC shall be automatically rejected at bid opening.
3) The BCDA, through its Bids and Awards Committee for Goods, invites bids for the ONE (1) YEAR RENTAL OF OFFICE EQUIPMENT (THIRTY-TWO (32) MULTIFUNCTION COLOR COPY MACHINES) FOR CY 2026 through Competitive Bidding. Delivery of the Goods is required within One (1) Year from April 16, 2026 to April 15, 2027. Bidders should have completed, at least within five (5) years from the date of submission and receipt of bids, contracts similar to the Project. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II. Instructions to Bidders.
4) Bidding will be conducted through competitive bidding procedures, using a non-discretionary “pass/fail” criterion as specified in the Implementing Rules and Regulations (IRR) of Republic Act (R.A.) No. 12009.
Bidding is restricted to Filipino citizens/sole proprietorships, partnerships, or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines, and to citizens or organizations of a country the laws or regulations of which grant similar rights or privileges to Filipino citizens, pursuant to RA No. 5183.
5) Interested Bidders may obtain further information from the Bases Conversion and Development Authority (BCDA) and inspect the Bidding Documents at the address given below from 10 February 2026 to 05 March 2026 from 8:00 AM to 5:00 PM and on 05 March 2026, from 8:00 AM to 9:00 AM.
6) A complete set of Bidding Documents may be acquired by interested Bidders on 10 February 2026 to 04 March 2026 from 8:00 AM to 5:00 PM (except weekends and holiday) and on 05 March 2026, from 8:00 AM to 9:00 AM from the address given below upon payment of the applicable fee for the Bidding Documents, pursuant to the latest Guidelines issued by the GPPB, in the amount of Five Thousand Pesos (PhP5,000.00).
It may also be downloaded free of charge from the website of the Philippine Government Electronic Procurement System (PhilGEPS) and the website of the Procuring Entity, provided that Bidders shall pay the applicable fee for the Bidding Documents not later than the submission of their bids.
7) The BCDA, will hold a Pre-Bid Conference on 19 February 2026, 10:00 AM at BCDA Corporate Center, 2nd Floor Bonifacio Technology Center, 31st Street corner 2nd Avenue, Bonifacio Global City, Taguig City and/or through video conferencing via Zoom, which shall be open to prospective Bidders.
8) Bids must be duly received by the Bids and Awards Committee (BAC) Secretariat through manual submission at the office address indicated below on or before 05 March 2026, 9:00 AM. Late bids shall not be accepted.
9) All Bids must be accompanied by a Bid Security in any of the acceptable forms and in the amount stated in ITB Clause 16.1.
10) Bid opening shall be held on 05 March 2026, 10:00 AM at BCDA Corporate Center, 2nd Floor Bonifacio Technology Center, 31st Street corner 2nd Avenue, Bonifacio Global City, Taguig, and/or via Zoom through the following link:

Bids shall be opened in the presence of the Bidders’ representatives who choose to attend the activity.
11) Prospective bidders are expected to have read the Bidding Documents, including the Technical Specifications prior to attending the Pre-Bid conference.
12) BCDA reserves the right to waive minor defects in forms and requirements as long as they do not affect the genuineness and authenticity of the documents submitted.
13) The BCDA reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Section 70 of R.A. No. 12009, without incurring any liability to the affected bidder or bidders.
