1) The BASES CONVERSION AND DEVELOPMENT AUTHORITY (BCDA), through the General Appropriations Act intends to apply the sum of Forty Million Pesos Only (PhP 40,000,000.00), inclusive of VAT and all other applicable government taxes, fees, and charges, being the Approved Budget for the Contract (ABC) to payments under the contract for the MAINTENANCE OF THE CLARK INTERNATIONAL AIRPORT AIR TRAFFIC SERVICES (ATS) AND COMMUNICATION, NAVIGATION, AND SURVEILLANCE (CNS) FACILITIES AND EQUIPMENT with Project Identification No. BG2026-129. Bids received in excess of the ABC shall be automatically rejected at bid opening.

2) The BCDA, through its Bids and Awards Committee for Goods, invites bids for the MAINTENANCE OF THE CLARK INTERNATIONAL AIRPORT AIR TRAFFIC SERVICES (ATS) AND COMMUNICATION, NAVIGATION, AND SURVEILLANCE (CNS) FACILITIES AND EQUIPMENT through Competitive Bidding. The project shall commence upon receipt of the Notice to Proceed.

The Bidder should have completed a SLCC within the last Ten (10) years that is similar to the Project equivalent to at least 50% of the ABC.

OR

a combination of contracts completed within the same period, provided their total value is at least fifty percent (50%) of the ABC, thus:

a) The Bidder should have completed at least one (1) similar contract amounting to at least 25% of the ABC; and

b) The Bidder should have completed other contracts, whether similar or not, with an aggregate amount of at least 25% of the ABC.

3) Bidding will be conducted through competitive bidding procedures using a non- discretionary “pass/fail” criterion as specified in the Implementing Rules and Regulations (IRR) of Republic Act (R.A.) No. 12009.

Bidding is restricted to Filipino citizens/sole proprietorships, partnerships, or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines, and to citizens or organizations of a country the laws or regulations of which grant similar rights or privileges to Filipino citizens, pursuant to RA No. 5183.

4) Interested Bidders may obtain further information from the Bases Conversion and Development Authority (BCDA) and inspect the Bidding Documents at the address given below during business hours from 28 July 2026 to 17 August 2026 from 8:00 AM – 5:00 PM and on August 18, 2026 from 8:00 AM to 9:00 AM or access them online through the BCDA website (https://bcda.gov.ph/bids).

5) A complete set of Bidding Documents may be acquired by interested Bidders at the BCDA Corporate Center, 2nd Floor Bonifacio Technology Center, 31st St. cor. 2nd Avenue, Bonifacio Global City, Taguig City starting 28 July 2026 up to 17 August 2026 from 8:00 AM to 5:00 PM except Saturdays, Sundays and Holidays, and until 09:00 AM on 18 August 2026, upon payment of an applicable fee for the bidding documents, pursuant to the latest Guidelines issued by the GPPB, in the amount of Twenty Five Thousand Pesos (PhP 25,000.00).

The Procuring Entity shall allow the bidder to present its proof of payment for the fees in cash, manager’s check or via online fund transfer to BCDA Account.

The Bidding Document may also be downloaded free of charge from the website of the Philippine Government Electronic Procurement System (PhilGEPS) and the website of BCDA (www.bcda.gov.ph). BCDA shall only accept bids from those that have paid the applicable fee for the Bidding Documents.

6) The BCDA will hold a Pre-Bid Conference on 05 August 2026, 10:30 AM (Wednesday) at the BCDA Corporate Center, 2nd Floor Bonifacio Technology Center, 31st St. cor. 2nd Avenue, Bonifacio Global City, Taguig City, and through video conferencing via Zoom,

7) Bids must be duly received by the BAC Secretariat at the BCDA Corporate Center, 2nd Floor Bonifacio Technology Center, 31st St. cor. 2nd Avenue, Bonifacio Global City, Taguig City on or before 09:00 AM, 18 August 2026 (Tuesday).

8) All Bids must be accompanied by a Bid Security in any of the acceptable forms and in the amount stated in ITB Clause 16.1.

9) Bid opening shall be conducted on 18 August 2026, 10:30 AM, (Tuesday) at BCDA Corporate Center, 2nd Floor Bonifacio Technology Center, 31st Street corner 2nd Avenue, Bonifacio Global City, Taguig City and/or via Zoom,

Bids shall be opened in the presence of the Bidders’ representatives who choose to attend the activity.

10) The award criteria for the abovementioned procurement is Lowest Calculated Responsive Bid (LCRB), where the considerations for the award of contract are the eligibility of the bidder, the responsiveness of its bid to the technical requirements, and the lowest financial bid.

Prospective bidders are expected to have read the Bidding Documents, including the Technical Specifications prior to attending the Pre-Bid conference.

11) BCDA reserves the right to waive minor defects in forms and requirements as long as they do not affect the genuineness and authenticity of the documents submitted.

12) The BCDA reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Section 70 of R.A. No. 12009, without incurring any liability to the affected Bidder or Bidders.
