Procurement of Consulting Services for the Production of the BCDA Coffee Table Book

1) The Bases Conversion and Development Authority (BCDA), through its 2026 Corporate Operating Budget intends to apply the sum of Pesos: Seven Million and 00/100 (PhP7,000,000.00) inclusive of all applicable taxes, fees, and incidental expenses, being the Approved Budget for the Contract (ABC) to payments under the contract for Procurement of Consulting Services for the Production of the BCDA Coffee Table Book. Bids received in excess of the ABC shall be automatically rejected at the opening of the financial proposals.

2) The BCDA now calls for the submission of short-listing documents for the Procurement of Consulting Services for the Production of the BCDA Coffee Table Book. Short-listing documents of interested consultants must be duly received by the Bids and Awards Committee (BAC) Secretariat on or before 21 April 2026 (Tuesday), 9:00 AM at the BCDA Central Receiving and Releasing Area (CRRA), BCDA Corporate Center, 2nd Floor Bonifacio Technology Center, 31st Street corner 2nd Avenue, Bonifacio Global City, Taguig City. Applications for eligibility will be evaluated based on a non-discretionary “pass/fail” criterion.

3) The BCDA will hold a Pre-Eligibility Conference at 09:00 AM on 07 April 2026 (Tuesday) at BCDA Corporate Center, 2nd Floor Bonifacio Technology Center, 31st Street corner 2nd Avenue, Bonifacio Global City, Taguig City and/or through video conferencing via Zoom, at https://tinyurl.com/Pre-eligC-CTB (Meeting ID: 836 3345 3180; Passcode:666120).

4) Interested bidders may obtain further information from BCDA and inspect the Bidding Documents at the address given below from 27 March 2026 (Friday) to 20 April 2026 (Monday) from 08:00 AM to 5:00 PM and on 21 April 2026 (Tuesday), from 8:00 AM to 9:00 AM.

5) A complete set of Bidding Documents may be acquired by interested Bidders from 27 March 2026 (Fri) to 20 April 2026 (Mon) from 08:00 AM to 5:00 PM and on 21 April 2026 (Tue) from 08:00 AM to 09:00 AM.

Please be advised that BCDA is currently observing a Work-From-Home (WFH) arrangement every Friday. Consequently, the documents shall be distributed electronically. Interested parties may coordinate via the email address provided below to facilitate the digital transmittal of the Bidding Documents and to receive instructions for the remote payment of the applicable fee in the amount of Ten Thousand Pesos (Php10,000.00), pursuant to the latest Guidelines issued by the GPPB.

It may also be downloaded free of charge from the website of the Philippine Government Electronic Procurement System (PhilGEPS) and the website of the Procuring Entity (bcda.gov.ph/bids), provided that Bidders shall pay the applicable fee for the Bidding Documents not later than the submission of their bids.

6) The BAC shall draw up the shortlist of prospective bidders from those who have submitted Expression of Interest, including the short-listing documents, and have been determined as eligible in accordance with the provisions of Republic Act (RA) No. 12009, otherwise known as the “New Government Procurement Act”, and its Implementing Rules and Regulations (IRR). The shortlist shall consist of at most five (5) prospective bidders who will be entitled to submit bids manually or through online submission. The criteria and rating system for shortlisting are:

a) Applicable experience of the consultant and members in case of joint ventures, considering both the overall experiences of the firms or, in the case of new firms, the individual experiences of the principal and key staff, including the times when employed by other consultants;

b) Qualification of personnel who may be assigned to the job vis-à-vis extent and complexity of the undertaking; and

c) Current workload relative to capacity.

7) Bidding will be conducted through competitive selection using non-discretionary “pass/fail” criterion as specified in the Implementing Rules and Regulations (IRR) of RA No. 12009.

Bidding is restricted to Filipino citizens/sole proprietorships, cooperatives, and partnerships or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines.

8) The Procuring Entity shall evaluate bids to determine the Highest Rated Bid using the Quality-Based Evaluation/Selection (QBE/QBS), procedure. The criteria and rating system for the evaluation of bids shall be provided in the Instructions to Bidders.

9) Shortlisting Documents must be received by the Procuring Entity’s BAC at the address indicated in the Request for Expression of Interest or through online submission on or before the date and time indicated in the SDS.

10) The contract shall be completed within eight (8) months or until the issuance of Certificate of Completion to the Consultant.

11) All Bids must be accompanied by a bid security in any of the acceptable forms and in the amount stated in ITB Clause 16.

12) The certification as to the current workload relative to capacity shall be made in accordance with the Instructions to Bidders in relation to TPF 5 therein.

13) BCDA reserves the right to waive minor defects in forms and requirements as long as they do not affect the genuineness and authenticity of the documents submitted.

14) The official time for all bid submissions shall be the computer system clock located at the BCDA Central Receiving and Releasing Area (CRRA), 2nd Floor, Bonifacio Technology Center, BGC, Taguig City. Bidders are responsible for synchronizing their timepieces with this reference to ensure timely compliance.

15) The Bases Conversion and Development Authority reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Section 70 of RA No. 12009 and its IRR, without thereby incurring any liability to the affected bidder or bidders.
