New Clark City Road Maintenance Services (12 Months Duration)
1) The BASES CONVERSION AND DEVELOPMENT AUTHORITY (BCDA), through BCDA General Appropriations Act, intends to apply the sum of Forty-Five Million Pesos Only (Php45,000,000.00), inclusive of VAT and all other applicable government taxes, fees and charges, being the Approved Budget for the Contract (ABC) to payments under the contract for the New Clark City Road Maintenance Services (12 Months Duration) with Project Identification No. BG2026-124. Bids received in excess of the ABC shall be automatically rejected at bid opening.

The bidder must bid on all items in the lot. Bidders who did not bid for all items in a lot shall be automatically rejected at bid opening. Likewise, bids received in excess of the Approved Budget for the Contract (ABC) for any item shall also be rejected at bid opening.
2) The BCDA, through its Bids and Awards Committee for Goods, invites bids for the New Clark City Road Maintenance Services (12 Months Duration). The contract shall cover a period of one (1) year commencing within seven (7) calendar days from the receipt of the Notice to Proceed. Eligible bidders should have completed, within ten (10) years from the date of submission and receipt of bids, contracts similar to the Project. The description of an eligible bidder is contained in the Bidding Documents, particularly in Section II (Instructions to Bidders). Bidding is restricted to Filipino citizens/sole proprietorships, partnerships, or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines, and to citizens or organizations of a country the laws or regulations of which grant similar rights or privileges to Filipino citizens, pursuant to RA No. 5183.
3) Bidding will be conducted through competitive bidding procedures, using a non-discretionary “pass/fail” criterion as specified in the Implementing Rules and Regulations (IRR) of Republic Act (R.A.) No. 12009.
Bidding is restricted to Filipino citizens/sole proprietorships, partnerships, or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines, and to citizens or organizations of a country the laws or regulations of which grant similar rights or privileges to Filipino citizens, pursuant to RA No. 5183.
4) Interested Bidders may obtain further information from the BCDA, and inspect the Bidding Documents at the address given below from 23 June 2026 to 15 July 2026 from 8:00 AM to 5:00 PM and on 16 July 2026 from 8:00 AM to 9:00 AM.
5) A complete set of Bidding Documents may be acquired by interested bidders on 23 June 2026 to 15 July 2026 from 8:00 AM to 5:00 PM and on 16 July 2026 from 8:00 AM to 9:00 AM from the address below upon payment of an applicable fee for the bidding documents, pursuant to the latest Guidelines issued by the GPPB, in the amount of Twenty Five Thousand Pesos (P25,000.00).
The Procuring Entity shall allow the bidder to present its proof of payment for the fees in cash, manager's check or via online fund transfer to BCDA Account.
The Bidding Document may also be downloaded free of charge from the website of the Philippine Government Electronic Procurement System (PhilGEPS) and the website of BCDA (www.bcda.gov.ph). BCDA shall only accept bids from those that have paid the applicable fee for the Bidding Documents.
6) The BCDA will hold a Pre-Bid Conference on 02 July 2026 (Thursday) at 10:30 AM at the BCDA Corporate Center, 2nd Floor Bonifacio Technology Center, 31st St. cor. 2nd Avenue, Bonifacio Global City, Taguig City, and/or through video conferencing via Zoom,

7) Bids must be duly received by the BAC Secretariat at the BCDA Corporate Center, 2nd Floor Bonifacio Technology Center, 31st St. cor. 2nd Avenue, Bonifacio Global City, Taguig City on or before 09:00 AM, 16 July 2026 (Thursday). Late bids shall not be accepted.
8) All Bids must be accompanied by a Bid Security in any of the acceptable forms and in the amount stated in ITB Clause 16.1.
9) Bid opening shall be on 16 July 2026 at 10:30 AM at BCDA Corporate Center, 2nd Floor Bonifacio Technology Center, 31st St. cor. 2nd Avenue, Bonifacio Global City, Taguig City and/or via Zoom through the following link:

Bids will be opened in the presence of the Bidders’ representatives who choose to attend the activity.
10) The award criteria for the abovementioned procurement is Lowest Calculated Responsive Bid (LCRB), where the considerations for the award of contract are the eligibility of the bidder, the responsiveness of its bid to the technical requirements, and the lowest financial bid.
11) Prospective bidders are expected to have read the Bidding Documents, including the Technical Specifications prior to attending the Pre-Bid conference.
12) BCDA reserves the right to waive minor defects in forms and requirements as long as they do not affect the genuineness and authenticity of the documents submitted.
13) The BCDA reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Section 70 of R.A. No. 12009, without incurring any liability to the affected Bidder or Bidders.
