Invitation to Bid for the Procurement of 2026 IT Equipment

1) The Bases Conversion and Development Authority (BCDA), through the Corporate Funds, intends to apply the sum of Five Million Five Hundred Eighty Thousand Pesos and 00/100 (PhP5,580,000.00), inclusive of VAT and all other applicable government taxes, fees, and charges, being the Approved Budget for the Contract (ABC) to payments under the contract for 2026 IT Equipment with Project Identification BG2026-183,184 & 185. Bids received in excess of the total cost per item and total ABC of the lot shall be automatically rejected at bid opening.

2) The BCDA, through its Bids and Awards Committee for Goods, invites bids for the 2026 IT EQUIPMENT through Competitive Bidding. Delivery of the Goods shall commence on the date specified in the Notice to Proceed. Bidders should have completed within the last five (5) years from the date of submission and receipt of bids, contracts similar to the Project. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II. Instructions to Bidders.

3) Bidding will be conducted through competitive bidding procedures using a non- discretionary “pass/fail” criterion as specified in the Implementing Rules and Regulations (IRR) of Republic Act (R.A.) No. 12009.

Bidding is restricted to Filipino citizens/sole proprietorships, partnerships, or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines, and to citizens or organizations of a country the laws or regulations of which grant similar rights or privileges to Filipino citizens, pursuant to RA No. 5183.

4) Interested Bidders may obtain further information from the Bases Conversion and Development Authority (BCDA) and inspect the Bidding Documents at the address given below during business hours from 8:00 AM – 5:00 PM or access them online through the BCDA website (https://bcda.gov.ph/bids).

5) A complete set of Bidding Documents may be acquired by interested Bidders at the BCDA Corporate Center, 2nd Floor Bonifacio Technology Center, 31st St. cor. 2nd Avenue, Bonifacio Global City, Taguig City, starting 24 February 2026 until March 19, 2026 from 8:00 AM to 5:00 PM, except Saturdays, Sundays, and Holidays, and until 9:00 AM on 20 March 2026 (Friday), upon payment of the applicable fee for the Bidding Documents, pursuant to the latest Guidelines issued by the GPPB, in the amount of Five Thousand Pesos (Php 5,000.00).

The Procuring Entity shall allow bidders to present its proof of payment of the fees either in cash or a manager's check.

The Bidding Document may also be downloaded free of charge from the Philippine Government Electronic Procurement System (PhilGEPS) and the BCDA website, provided that bidders shall pay the applicable fee for the Bidding Documents not later than the submission of their bids.

6) The BCDA will hold a Pre-Bid Conference on 06 March 2026 at 10:00 AM at the BCDA Corporate Center, 2nd Floor Bonifacio Technology Center, 31st St. cor. 2nd Avenue, Bonifacio Global City, Taguig City and/or through video conferencing via Zoom, which shall be open to all prospective bidders.

7) Bids must be duly received by the BAC Secretariat at the BCDA Corporate Center, 2nd Floor Bonifacio Technology Center, 31st St. cor. 2nd Avenue, Bonifacio Global City, Taguig City on or before 20 March 2026 at 9:00 AM. Late bids shall not be accepted.

8) All Bids must be accompanied by a Bid Security in any of the acceptable forms and in the amount stated in ITB Clause 16.1.

9) Bid opening shall be on 20 March 2026 at 10:00 AM at BCDA Corporate Center, 2nd Floor Bonifacio Technology Center, 31st St. cor. 2nd Avenue, Bonifacio Global City, Taguig City via Zoom through the following link:

Bids will be opened in the presence of the bidders’ representatives who choose to attend the activity.

10) Prospective bidders are expected to have read the bidding documents, including the technical specifications, prior to attending the pre-bid conference.

11) The BCDA reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award.
