Design and Construction of 2-Storey BCDA Staff House (2 Units) at Subic Bay Freeport Zone, Zambales
1) The Bases Conversion and Development Authority (BCDA), through the proposed 2026 BCDA Corporate Funds, intends to apply the sum of Pesos: Thirty-Five Million and 00/100 (Php 35,000,000.00) inclusive of all applicable taxes and fees being the Approved Budget for the Contract (ABC) to payments under the contract for the Design and Construction of 2-Storey BCDA Staff House (2 Units) at Subic Bay Freeport Zone, Zambales. Bids received in excess of the ABC shall be automatically rejected at bid opening.
2) BCDA, now invites bids for Procurement of the Design and Construction of 2-Storey BCDA Staff House (2 Units) at Subic Bay Freeport Zone, Zambales, which includes the following Scope of Works:
2.1 Detailed architectural and engineering design of the whole staff house, including its fit-outs, utilities, and its site development.
2.2 On-call services for the next phases of the project to answer queries regarding their designs and to do the revisions, if necessary.
2.3 Construction of the residential building/s, including performance of all works related to the construction such as excavation, foundation, structural, architectural and MEPFS work of the building.
Completion of the Works is required within 390 calendar days.
Bidders should have completed, within twenty (20) years from the date of submission and receipt of bids, a contract similar to the Project. The description of an eligible bidder is contained in the Bidding Documents, particularly Section II – Instruction to Bidders (ITB).
3) Bidding will be conducted through competitive bidding procedures using a non-discretionary “pass/fail” criterion as specified in the IRR, otherwise known as the “New Government Procurement Act (NGPA)”.
Bidding is restricted to Filipino citizens/sole proprietorships, cooperatives, and partnerships or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines.
4) Interested bidders may obtain further information from BCDA and inspect the Bidding Documents at the address given below from 10 July 2026 to 03 August 2026 from 8:00 AM to 5:00 PM and on 04 August 2026, from 8:00 AM to 9:00 AM.
5) A complete set of Bidding Documents may be acquired by interested bidders on 10 July 2026 to 03 August 2026 from 8:00 AM to 5:00 PM and on 04 August 2026, from 8:00 AM to 9:00 AM. from the address below upon payment of the applicable fee for the Bidding Documents, in the amount of Twenty-Five thousand (Php 25,000).
Please be advised that BCDA is currently observing a Work-From-Home (WFH) arrangement every Friday. Consequently, the documents shall be distributed electronically. Interested parties may coordinate via the email address provided below to facilitate the digital transmittal of the Bidding Documents and to receive instructions for the remote payment of the applicable fee in the amount of twenty-five thousand Pesos (Php25,000.00), pursuant to the latest Guidelines issued by the GPPB.
It may also be downloaded free of charge from the website of the Philippine Government Electronic Procurement System (PhilGEPS) and the website of the Procuring Entity, provided that bidders shall pay the non-refundable fee for the Bidding Documents not later than the submission of their bids.
6) BCDA will hold a Pre-Bid Conference on 20 July 2026, at the BCDA Corporate Center 2nd Floor Bonifacio Technology Center, 31st Street Corner 2nd Avenue, Crescent Parkwest Bonifacio Global City and/or through video conferencing via Zoom,

which shall be open to prospective bidders.
7) Bids must be duly received by the Bids and Awards Committee (BAC) Secretariat through manual submission at the address indicated below on or before 04 August 2026, 9:00 AM. Late bids shall not be accepted.
8) All Bids must be accompanied by a Bid Security in any of the acceptable forms and in the amount stated in ITB Clause 16.
9) Bid opening shall be on 04 August 2026 , 10:00 AM at Bases Conversion and Development Authority, BCDA Corporate Center 2nd Flr Bonifacio Technology Center, 31st Street Corner 2nd Avenue, Crescent Parkwest Bonifacio Global City. Bidders’ representatives may attend the bid opening either physically and/or via Zoom using the meeting details or link below

10) BCDA reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Section 70 of R.A. No. 12009, without thereby incurring any liability to the affected bidder or bidders.
