Construction Management and Supervision (CMS) for the Construction of Connector Road from C.M. Recto Avenue to Airport Road New Terminal Building in Clark
1. The Bases Conversion and Development Authority (BCDA), through the 2026 Corporate Operating Budget, intends to apply the sum of Pesos: Eight Million Five Hundred Ninety Thousand Four Hundred and 00/100 (PhP8,590,400.00), inclusive of all applicable taxes, fees and incidental expenses, being the Approved Budget for the Contract (ABC) to payments under the contract for the Procurement of Consulting Services for the Construction Management and Supervision for the Construction of Connector Road from C.M. Recto Avenue to Airport Road New Terminal Building in Clark. Bids received in excess of the ABC shall be automatically rejected at the opening of the financial proposals.
2. The BCDA now calls for the submission of short-listing documents for the Construction Management and Supervision (CMS) for the Construction of Connector Road from C.M. Recto Avenue to Airport Road New Terminal Building in Clark using the Quality-Cost Based Evaluation. Short-listing documents of interested consultants must be duly received by the Bids and Awards Committee (BAC) Secretariat on or before 28 April 2026 (Tuesday), at 9:00 AM. Applications for eligibility will be evaluated based on a non-discretionary “pass/fail” criterion.
3. The BCDA will hold a Pre-Eligibility Conference on 14 April 2026 (Tuesday), at 10:00 AM at BCDA Corporate Center, 2nd Floor Bonifacio Technology Center, 31st Street corner 2nd Avenue, Bonifacio Global City, Taguig City and/or through video conferencing via Zoom, https://tinyurl.com/Pre-eligC-CM (Meeting ID: 896 3106 7711; Passcode: 005776).
4. Interested bidders may obtain further information from BCDA and inspect the Bidding Documents at the address given below from 07 April 2026 (Wednesday) to 27 April 2026 (Monday) from 08:00 AM to 5:00 PM and on 28 April 2026 (Tuesday) from 08:00 AM to 9:00 AM.
5. A complete set of Bidding Documents may be acquired by interested Bidders from 07 April 2026 (Wednesday) to 27 April 2026 (Monday) from 08:00 AM to 5:00 PM and on 28 April 2026 (Tuesday) from 08:00 AM to 9:00 AM.
Please be advised that BCDA is currently observing a Work-From-Home (WFH) arrangement every Friday. Consequently, the documents shall be distributed electronically. Interested parties may coordinate via the email address provided below to facilitate the digital transmittal of the Bidding Documents and to receive instructions for the remote payment of the applicable fee in the amount of Ten Thousand Pesos (Php10,000.00), pursuant to the latest Guidelines issued by the GPPB.
It may also be downloaded free of charge from the website of the Philippine Government Electronic Procurement System (PhilGEPS) and the website of the Procuring Entity (bcda.gov.ph/bids), provided that Bidders shall pay the applicable fee for the Bidding Documents not later than the submission of their bids.
6. The BAC shall draw up the short-list of consultants from those who have submitted Expression of Interest, including the short-listing documents, and have been determined as eligible in accordance with the provisions of Republic Act (RA) No. 12009, otherwise known as the “New Government Procurement Act”, and its Implementing Rules and Regulations (IRR). The short-list shall consist of five (5) prospective bidders who will be entitled to submit bids through manual submission. The criteria and rating system for short-listing are:

The prospective Consultant(s) must pass the required minimum score of seventy percent (70%) on each criterion to be shortlisted.
7. Bidding will be conducted through competitive selection using non-discretionary “pass/fail” criterion as specified in the Implementing Rules and Regulations (IRR) of RA No. 12009.
Bidding is restricted to Filipino citizens/sole proprietorships, cooperatives, and partnerships or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines.
8. The Procuring Entity shall evaluate all bids using the Quality-Cost Based Evaluation (QCBE) procedure. In this evaluation, the Technical Proposal shall have a weight of eighty percent (80%), while the Financial Proposal shall have a weight of twenty percent (20%). Detailed criteria and the specific rating system for the evaluation are stipulated in the Instructions to Bidders (ITB).
9. All Short-Listing Documents must be submitted to the BCDA Bids and Awards Committee (BAC) at the office address specified in the Request for Expression of Interest no later than 28 April 2026 (Tuesday), at 9:00 AM as indicated in the Short-listing Data Sheet (SDS).
10. The contract shall be completed within 270 Calendar Days or until the issuance of Certificate of Completion.
11. All Bids must be accompanied by a bid security in any of the acceptable forms and in the amount stated in ITB Clause 16.
12. The certification as to the current workload relative to capacity shall be made in accordance with the Instructions to Bidders in relation to TPF 5 therein.
13. The BCDA reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Section 70 of RA No. 12009 and its IRR, without thereby incurring any liability to the affected bidder or bidders.
14. BCDA reserves the right to waive minor defects in forms and requirements as long as they do not affect the genuineness and authenticity of the documents submitted.
