Construction of Connector Road from C.M. Recto Avenue to Airport Road New Terminal Building in Clark

1) The Bases Conversion and Development Authority (BCDA), through the 2026 Corporate Funds, intends to apply the sum of One Hundred Thirty Three Million One Hundred Seven Thousand Ninety Six Pesos (Php133,107,096.00) inclusive of all applicable taxes and fees being the Approved Budget for the Contract (ABC) to payments under the contract for the Construction of Connector Road from C.M. Recto Avenue to Airport Road New Terminal Building in Clark. Bids received in excess of the ABC shall be automatically rejected at bid opening.

2) BCDA, now invites bids for Procurement of the Construction of Connector Road from C.M. Recto Avenue to Airport Road New Terminal Building in Clark that includes the following Scope of Works:
2.1 Earthworks
2.2 Sub-base and Base Course
2.3 Surface Course
2.4 Drainage and Slope Protection Structures
2.5 Electrical Works
2.6 Miscellaneous Structures

Completion of the Works is required within 270 calendar days; reckoned from the date stated in the Notice to Proceed (NTP) to be issued to the Winning Bidder.

Bidders should have completed a contract similar to the Project. The description of an eligible bidder is contained in the Bidding Documents, particularly, Section II – Instruction to Bidders (ITB).

3) Bidding will be conducted through competitive bidding procedures using a non-discretionary “pass/fail” criterion as specified in the IRR, otherwise known as the “New Government Procurement Act (NGPA)”.

Bidding is restricted to Filipino citizens/sole proprietorships, cooperatives, and partnerships or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines.

4)Interested bidders may obtain further information from BCDA and inspect the Bidding Documents at the address given below from 14 February 2026 to 23 March 2026.

5) A complete set of Bidding Documents may be acquired by interested bidders on 14 February 2026 to 23 March 2026 from the address below upon payment of the applicable fee for the Bidding Documents, in the amount of Fifty Thousand Pesos and 00/100 (Php50,000.00).

It may also be downloaded free of charge from the website of the Philippine Government Electronic Procurement System (PhilGEPS) and the website of the Procuring Entity, provided that bidders shall pay the non-refundable fee for the Bidding Documents not later than the submission of their bids.

6) The BCDA will hold a Pre-Bid Conference on 24 February 2026, 1:00 PM, at BCDA Corporate Center 2nd Floor Bonifacio Technology Center, 31st Street Corner 2nd Avenue, Crescent Parkwest Bonifacio Global City and/or through video conferencing via Zoom,

which shall be open to prospective bidders.

7) Bids must be duly received by the Bids and Awards Committee (BAC) Secretariat through manual submission at the address indicated below on or before 23 March 2026, 9:00 AM. Late bids shall not be accepted.

8) All Bids must be accompanied by a Bid Security in any of the acceptable forms and in the amount stated in ITB Clause 16.

9) Bid opening shall be on 23 March 2026, 10:00 AM at Bases Conversion and Development Authority, BCDA Corporate Center 2nd Flr Bonifacio Technology Center, 31st Street Corner 2nd Avenue, Crescent Parkwest Bonifacio Global City and/or via Zoom,

Bids will be opened in the presence of the Bidders’ representatives who choose to attend the activity.

10) BCDA reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Section 70 of R.A. No. 12009, without thereby incurring any liability to the affected bidder or bidders.
