The BCDA recognizes its role as an engine of empowerment for communities affected by its various projects. It vigorously embarks on corporate social responsibility projects that will better respond to the needs of local communities.

HOUSING PROJECTS

Alongside its achievements in the delivery of modern infrastructure projects aligned with national development goals and in the disposition of former military baselands under its Asset Disposition Program, BCDA also embarked on housing projects that will further strengthen PGMA's national shelter program.

Under Executive Order 70, BCDA is mandated to declare portions of its property in Fort Bonifacio and its environs as socialized housing sites, and provide for the disposition of the said lands to qualified beneficiaries. These lands include the following:

  • Lupang Katuparan (48 hectares) - which offers 36-,60- and 72-square meter lots for relocatees;
  • Centennial Village Area (13.08 hectares) - one of the two medium-rise buildings along the C-5 highway which have served as relocation sites; it has it has 1,140 units;
  • Bonifacio Housing and Information Technology (BHIT) Park Area (35 hectares).

Other housing projects consist of: the Northside Strip Housing Project (formerly Fort Bonifacio Summit Housing Project), the 2,880 unit medium-rise Pamayanang Diego Silang located along C-5; Pabahay 2000, Kalayaan, Villamor Air Base and Scout Barrio in Baguio City.

Its housing program offers four schemes from which the affected residents can choose from: 1) on-site relocation at either the Centennial Village (Site I) or Pamayanang Diego Silang (Site II); 2) cash compensation through which the beneficiary is given outright cash payment for the affected structure;3) off-site relocation at the Pabahay 2000 of the Public Estates Authority (PEA) in Tanza, Cavite Province; and 4) land-based relocation through which the beneficiary is paid in cash for the affected structure and is given a chance to purchase (if available) lots at Lupang Katuparan in Taguig.

As of January 2007, 3,816 families have benefited from the program - 2,086 were accommodated in relocation sites (1,194 in Lupang Katuparan; 49 in Tanza, Cavite; 430 in Philippine Centennial Village; and, 413 in Pamayanang Diego Silang), while 1,730 received cash compensation to relocate to their chosen sites.

COMMUNITY RELATIONS

In pursuit of its social mandate, BCDA complemented its relocation activities with community relations activities.

  • Task Force: Bantay SCTEx
  • Responding to calamities affecting Bataan towns along the SCTEx alignment, BCDA has created Task Force: Bantay SCTEx, which is composed of BCDA, the Armed Forces of the Philippines, and SCTEx contractors, to provide support in search and rescue operations in disaster areas.

  • Social empowerment programs

    These refer to leadership and skills training workshops such as Angat Buhay meant to uplift the quality of life of affected communities; Angat Kamulatan, designed to enlighten consciousness of its stakeholders; and Angat Pagtutugunan whereby BCDA and its partner communities affirm pro-active participation through the establishment of priority values

  • Assistance to Local Governments & other agencies

    Among these projects are: the Php30 million-worth road widening of the Gapan-San Fernando-Olongapo Road in Pampanga; and the Php1.9 million renovation of the Nature Pavilion Center in Dinalupihan, Bataan, which will serve as venue for meetings with the DENR-PAMB.

  • Health Missions

    In 2006, BCDA, in partnership with the local governments of Pampanga, has conducted health missions benefiting over a thousand indigent patients.
