• Two bidders submitted bids for the Selection of BCDA's Private Sector Partner for the Management, Operations and Maintenance of the SCTEX on or before the deadline of 4 January 2010. These were:Manila North Tollways Corporation (MNTC)  and; Northlink Toll Management, Inc. (Northlink),  an incorporated joint venture between San Miguel Corporation and Star Tollways Corporation.

• BCDA declared Northlink “ineligible” on the ground that it did not comply with the technical requirements set forth in the Terms of Reference (TOR).
• BCDA declared MNTC “eligible.”
• The financial bid of MNTC was opened on 25 January 2010 and was attended by representatives from both MNTC and Northlink, the members of BCDA's Asset Disposition Program (ADP) Committee, and a representative from the Commission on Audit (COA)
• BCDA declared the financial bid of MNTC, the lone bidder declared eligible, as “failed/non-complying” since it fell short of  BCDA's minimum requirements as set forth in the TOR.
• Both bidders are given a period of time to file their respective request for reconsideration and/or a protest as provided for under the TOR.  Thus, BCDA has not declared a failure of bidding.

• Deadline for Request for Reconsideration of Manila North Tollways Corporation (MNTC) on Non-Complying Financial Bid (Three (3) days from receipt of notice) = 01 February 2010.

• Deadline for filing of Protest of Northlink Toll Management, Inc. (Northlink) on ineligibility (Seven (7) days from receipt of resolution) = 29 January 2010.
