BCDA bids out JUSMAG property

The state-owned Bases Conversion and Development Authority (BCDA), in line with its Asset Disposition Program Phase 3, is set to bid out another prime land in Fort Bonifacio located at the back of posh Forbes Park.
The property is a portion of the JUSMAG area along Lawton Avenue, Fort Bonifacio, Taguig City that covers 34 hectares.
BCDA Vice President for Business Development Aileen R. Zosa said the disposition of the JUSMAG property involves the joint venture development and privatization of the 340,000-square meter area with a Minimum Value/Price of Nineteen Thousand Pesos (PhP19,000.00) per square meter.
Ms. Zosa said interested private sector entities may participate in the selection for BCDA’s joint venture partner by submitting their Letters of Interest to BCDA and purchasing the Terms of Reference (TOR) for a non-refundable fee of Fifty Thousand Pesos (PhP50,000.00) for Volume 1 – Eligibility Documents, which outlines, among others, the requirements that will enable private sector entities to apply for eligibility to participate in the selection process and be allowed to submit Technical and Financial Proposals for the JV development of subject Property.
She added that once declared eligible, the private sector participants may purchase Volume 2 - Tender Documents, for a non-refundable fee of Fifty Thousand Pesos (PhP50,000.00), which details the Technical and Financial Proposal requirements.
The Eligibility Documents will be ready for distribution to interested private sector participants from 07 to 14 December 2009 at the BCDA Corporate Center, 2nd Floor Bonifacio Technology Center, 31st St. Crescent Park West, Bonifacio Global City, Taguig City.
The Tender Documents shall be issued simultaneously to all eligible private sector participants at a later date coinciding with the issuance of the Notice of Eligibility/Ineligibility to the participating private sector entities.
A pre-eligibility conference among interested private sector participants is tentatively set on 14 December 2009, also at the BCDA Corporate Center. The objective of the conference is to discuss the property, TOR and clarify queries from interested private sector participants.
It would be recalled that the Supreme Court has denied with finality a motion for reconsideration by the Southside Homeowners Association Inc. (SHAI) of the high court’s previous decision allowing the Bases Conversion Development Authority (BCDA) to take possession of the JUSMAG property in Fort Bonifacio.
The resolution, handed down last Nov. 27, 2008 validated the SC ruling dated 22 September 2006 that reversed an earlier decision by the Court of Appeals and effectively cleared development of the property of all legal barriers.
