
Clark Freeport Zone
The Clark Freeport Zone (CFZ), formerly the Clark Special Economic Zone, continues to make waves as "Asia's Most Affordable Gateway." For years it has made a name for itself as a viable trade and investment link to Asia and the rest of the world.
THE ZONE
The main zone houses the Diosdado Macapagal International Airport (DMIA), a 2,400 hectare aviation complex housing 3.2 kilometer parallel runways, which is capable of accommodating the largest aircraft in the world; the 335-hectare tourism complex, the 266-hectare industrial complex and the 81-hectare residential complex.
The sub-zone consists of 28,000 hectares being transformed into an agro-industrial area with a housing site that will support the main zone. It will soon be the site of an entertainment center, facilities for light industries, a water dam and a large-scale arboretum and nursery.
Several infrastructure projects are being developed in support of the Clark zones. These include the Mabalacat-Clark spur road, the Mabalacat-Bamban Bridge, the Sacobia Rim Bridge and several flood control and road network projects.
The CFZ now employs at least 50,000 workers in it 401 registered business enterprises. It is host to some of the country's top exporters for 2006, namely: Nanox Philippines, Yokohama Tire Phils., L&T International Group, Smart Shirts (Phils.), SMK Electronics among others. By June 2007, the DMIA has already reached its one-millionth passenger mark, with 46 percent of inbound passenger traffic comprising tourists.
The estate manager of the CFZ is the Clark Development Corporation.
Getting There
The zone's strategic location makes it ideal for various investment opportunities form aviation-related enterprises to tourism infrastructure development. It is one and a half to four hours away from all major destinations in the region. It is accessibly by air through the DMIA, by sea through the Subic seaport and by land, through the SCTEx.
A Locator's Haven
Through the issuance of Presidential Proclamation No. 1035, in March 2006, the Zone was declared as a special economic zone under Republic Act No. 7916 (Special Economic Zone Act of 1995).
CFZ locators have the following incentives: Tax and duty-free importation of equipment and materials; Preferential income tax rate of 5% of Gross Income Earned; 100% foreign equity allowed for many industries; special customs territory allowing free flow of items; and, unlimited duty-free goods consumption.
CDC now has a One-Stop Action Center, which facilitates prompt evaluation and approval of proposed investments within a 30-day period.
Estate Manager
The Clark Development Corporation (CDC) was created in 1993 by former President Fidel V. Ramos through the issuance of Executive Order No. 80 (series of 1993) pursuant to the authority granted by Republic
Act No. 7227 or the Bases Conversion and Development Act of 1992. It is envisioned to be an international civil aviation complex, a modern international estate and tourism, trade and business center for Luzon and Asia.
CDC is tasked to be the implementing arm of the BCDA in managing the Clark Freeport Zone (formerly the Clark Special Economic Zone) which covers the 33,071-hectare Clark military reservation-including the 2,400-hectare aviation complex.
The CDC, primarily a land leasing entity, manages the Zone and enjoys governmental powers autonomous from other government agencies including the authority to provide special fiscal incentives and to grant permits.
Now, the CDC is geared towards pursuing a paradigm shift-that will brand Clark as "Asia's Most Affordable Gateway." With the advent of low cost carriers (LCC) and international commercial airlines taking flight at the Diosdado Macapagal International Airport, the CDC mission of enabling the economy of the country to compete with the rest of the world is bound to become a reality.
