Mandated to transform former US military bases into alternative civilian use, BCDA has remained as a strong pillar of the country in the modernization of the Armed Forces of the Philippines.

The BCDA is one of the key corporations of the national government which generates revenues to fund flagship development projects of the Arroyo administration. It is building the Subic-Clark-Tarlac Expressway, a modern four-lane tollway that will provide vital infrastructure support to the country and accelerate the creation of new economic opportunities for Filipinos.

Following the successful conversion of the two former US Bases in Subic and Clark into economic enclaves, the Bases Conversion and Development Authority (BCDA) has now shifted its efforts and resources into developing the entire Central Luzon region into an expansive economic entity, in accordance with its mandate (R.A. 7227).

To achieve this, BCDA has began the construction of the 93.77-kilometer four-lane Subic- Clark-Tarlac Expressway (SCTEx). This megahighway will provide a direct link among industrial, economic and tourism zones in the Central Luzon region, specifically Clark Special Economic Zone, Subic Bay Freeport Zone, Central Techno Park in Tarlac and the Bataan Technology Park. The SCTEx is a project which takes forward the economic goals of President Gloria Macapagal-Arroyo as outlined in her Ten Point Development Agenda.

With the two ecozones linked by the SCTEx, the cities and provinces along its entire length will be opened up to the rest of the world propelling the Global Gateways Development Program as the first step in driving the country's global competitiveness rating to be at par with world-class standards. <read more>
