Selection of BCDA’s Joint Venture Partner for the Privatization and Development of the approximately 33.1-hectare BNS/PMC/ASCOM/SSU Properties in Bonifacio South

The Bases Conversion and Development Authority (BCDA) is inviting interested Private Sector Entities (PSEs) to participate in the Selection of BCDA’s Joint Venture (JV) Partner for the Privatization and Development of the approximately 33.1-hectare BNS/PMC/ASCOM/SSU Properties in Bonifacio South, Taguig City (“the Property”) with a Minimum Present Value at ten percent (10%) annual discount rate of Pesos: Thirty-six Thousand Nine Hundred (P36,900.00) per square-meter. BCDA has received and accepted an unsolicited proposal from SM Land, Inc. for subject joint venture development of the Property and now wishes to subject the same to a competitive challenge, pursuant to the “Detailed Guidelines for Competitive Challenge Procedure for Public-Private Joint Ventures” (Annex C) of the “Guidelines and Procedures for Entering Into Joint Venture (JV) Agreements Between Government and Private Entities” issued by the National Economic and Development Authority (NEDA).

Interested PSEs may participate in the Competitive Challenge procedure for BCDA’s joint venture partner by submitting their Letters of Interest to BCDA and purchasing the Terms of Reference (TOR) therefor, for a non-refundable fee of Fifty Thousand Pesos (P50,000.00) for Volume 1 – Eligibility Documents, which outlines, among others, the requirements that will enable PSEs to apply for eligibility and to participate in the Competitive Challenge. Only PSEs declared eligible by BCDA shall be allowed to submit Technical and Financial Proposals for the JV development of subject Property. Once declared eligible, the PSEs may purchase Volume 2 – Tender Documents, for a non-refundable fee of Fifty Thousand Pesos (P50,000.00), which details the Technical and Financial Proposal requirements. The fees for the TOR may be payable to BCDA in Cash or Manager’s Check. The Eligibility Documents will be ready for distribution to interested PSEs from 12 August to 03 September 2010 at the BCDA Corporate Center, 2nd Floor Bonifacio Technology Center, 31st St. Crescent Park West, Bonifacio Global City, Taguig City. The Tender Documents shall be issued simultaneously to all eligible private sector entities at a later date coinciding with the issuance of the Notice of Eligibility/Ineligibility to the participating private sector entities.

A Pre-eligibility Conference among interested PSEs relative to this disposition is tentatively set on 03 September 2010 at 10:00 a.m., also at the BCDA Corporate Center. The objective of the Conference is to discuss the Property, the TOR, and other clarifications from interested PSEs.
