Request for Expression of Interest for the Detailed Engineering Design Services for the Proposed South Luna Ramps Project
1. The Bases Conversion and Development Authority (BCDA), through its 2010 Corporate Budget, intends to apply the sum Seven Million, Nine Hundred Eighty-Seven Thousand, Eight Hundred Pesos (P7,987,800.00), inclusive of VAT and all other applicable government taxes, being the Approved Budget for the Contract (ABC), as payments for the Detailed Engineering Design Services for the Proposed South Luna Ramps Project. Bids received in excess of the ABC shall be automatically rejected at the opening of the financial proposals.
2. BCDA now calls for the submission of Expression of Interest (EOI) for the Detailed Engineering Design Services for the Proposed South Luna Ramps Project. Interested Consultants must submit their EOIs during office hours from July 16-28, 2010 at the Bases Conversion and Development Authority, 2/F Bonifacio Technology Center, Bonifacio Global City, Taguig City and secure the Eligibility Documents there from upon payment of a non-refundable fee of Two Thousand Pesos (P2,000.00). Interested consultants must submit their eligibility documents on or before 12noon of Wednesday, July 28, 2010 at the BCDA Corporate Center, 2/F Bonifacio Technology Center, Bonifacio Global City, Taguig City. Applications for eligibility will be evaluated based on a non-discretionary “pass/fail” criterion.
3. The BAC shall draw up the short list of consultants from those who have submitted Eligibility Documents/Expression of Interest and have been determined as eligible in accordance with the provisions of Republic Act 9184 (RA 9184), otherwise known as the “Government Procurement Reform Act”, and its Implementing Rules and Regulations (IRR). The short list shall consist of not more than five (5) prospective bidders who will be entitled to submit bids. The criteria and rating system for short listing are:

3.1.1 Experience of the consulting firm in detailed engineering design of roads and bridges. -(40%).
3.1.2 Educational attainment and work experience of key personnel on the detailed engineering design of roads and bridges. - (60%)
3.2 Criteria and rating system for the evaluation of bids:
3.2.1 Technical Proposal (70%)
3.2.2 Financial Proposal (30%)
4. BCDA will hold a Pre-Eligibility Conference at 2:00 P.M. on Thursday, July 22, 2010 at the BCDA Corporate Center, 2/F Bonifacio Technology Center, Bonifacio Global City, Taguig City.
5. Bidding will be conducted through open competitive bidding procedures using non-discretionary “pass/fail” criterion as specified in the IRR of RA 9184.
Bidding is restricted to Filipino citizens/sole proprietorships, partnerships, or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines.
6. BCDA shall evaluate bids using the Quality-Cost Based Evaluation (QCBE) procedure. The criteria and rating system for the evaluation of bids shall be provided in the Instructions to Bidders.
7. The contract must be completed within one hundred eighty (180) days.
8. BCDA reserves the right to reject any and all bids, annul the bidding process, or not award the contract at any time prior to contract award, without thereby incurring any liability to the affected bidder or bidders.
