1.      The Bases Conversion and Development Authority (BCDA) intends to select a technically and legally capable consultant who shall design and execute an in-house training course on business and technical writing specifically intended for its employees entitled “Seminar-Workshop on Writing in the BCDA Workplace”.

 2.      The consultant shall be responsible for the design and execution of one (1) training course to be conducted over two (2) consecutive days for twenty five (25) BCDA employees to be held at the BCDA Corporate Center, Taguig City.

 3.      The consultant must be a training provider registered with the Securities and Exchange Commission (SEC) and must meet the following minimum qualifications: two (2) years experience in the conduct of similar training programs and handled at least three (3) training programs handled on business and technical writing.

 4.      The Bids and Awards Committee – Consultancy (BAC-C) shall draw up a list of consultant-trainers from those which have submitted their Expressions of Interest with Proposal and Curriculum Vitae (CV) of Trainer/s, in accordance with the provisions of the revised Implementing Rules and Regulations (IRR) of Republic Act No. 9184 (R.A. 9184). The criteria and rating system for short listing of Consultants are as follows:

a.     Qualification of personnel/trainers – 50%
b.      Applicable experience of the trainer/consultant – 30%
c.      Quality of approach/design – 20%

 5.      The two (2)-day training course is tentatively scheduled on May 27-28, 2010, subject to change at the discretion of BCDA, with an approved budget for the consultancy services, which shall include the training design, training materials, actual execution of training program, training kits and certificates for twenty (25) participants, of Ninety Thousand Pesos and 00/100 (Php90,000.00), inclusive of applicable taxes.

6.      The BCDA reserves the right to accept or reject any Expression of Interest, and to annul the selection process and reject all Expression of Interest at any time prior to contract award, without thereby incurring any liability to the affected consultants.

7.      The BCDA invites interested consultants/training providers to submit their Expression of Interest with Curriculum Vitae (CV) and other supporting documents by hand, through mail, or facsimile to the address below on or before 20 May 2010, 5:00 p.m.
