Request for Expression of Interest for the Selection of an Individual Consultant Who Shall Evaluate the Traffic Impact Assessment (TIA) Submitted by Megaworld Corporation for North Bonifacio District

1. The Bases Conversion and Development Authority (BCDA) intends to select an individual consultant who shall assist BCDA in the evaluation of the Traffic Impact Assessment (TIA) submitted by Megaworld Corporation for North Bonifacio District, Global City, Taguig City.
2. The consultant shall be responsible for the evaluation of the TIA submitted by Megaworld Corporation for North Bonifacio District, identify possible traffic impacts on the surrounding road network at full development of North Bonifacio taking into consideration Megaworld Corporation’s proposed mixed-use development and road network plan for North Bonifacio property and the current and future traffic condition in Bonifacio Global City, and to recommend mitigating measures to address the projected traffic impacts in the area. The study will consist of the following:
a) Evaluation of the TIA prepared by Megaworld;
b) Evaluation and recommendation on the proposed changes by Megaworld for North Bonifacio MDP pertaining to traffic circulation and vehicular access;
c) Identification of locations of potential traffic congestion as a result of the project;
d) Recommendation of remedial measures to overcome potential traffic problems as a result of the project in the form of a Traffic Management Plan; and
e) Attendance to coordination meetings regarding transportation planning issues in Bonifacio Global City.
All outputs shall be accompanied by maps and other graphical support as deemed necessary. The deliverables of the study are the following:
a) Progress Report; and
b) Final Report
3. The Bids and Awards Committee – Consultancy (BAC-C) shall draw up a list of consultants from those which have submitted their Expressions of Interest with Curriculum Vitae (CV), in accordance with the provisions of the revised Implementing Rules and Regulations (IRR) of Republic Act 9184 (R.A. 9184). The criteria and rating system for short listing of Consultants are as follows:
a) Applicable experience of the consultant in Transport Planning/Traffic Engineering – 60%
b) Qualification of the consultant – 40%
4. The project duration will cover a period of two months from 01 May 2010 – 01 July 2010, in which the consultant shall be paid on a monthly basis of fifty thousand pesos (Php50,000.00) per month, inclusive of applicable taxes.
5. The BCDA reserves the right to accept or reject any Expression of Interest, and to annul the selection process and reject all Expression of Interest at any time prior to contract award, without thereby incurring any liability to the affected consultants.
6. The BCDA invites interested individual consultants to submit their Expression of Interest with Curriculum Vitae (CV) by hand, through mail, or facsimile to the address below on or before 21 April 2010, 5:00 pm.
