Invitation for the Rebidding for the Supply and Delivery of One (1) Unit Motor Vehicle

1.      The BASES CONVERSION AND DEVELOPMENT AUTHORITY (hereinafter BCDA), through its Bids and Awards Committee for Goods (BAC for Goods), invites bids for the 2009 Supply & Delivery of  One (1) Unit Motor Vehicle, with an Approved  Budget for the Contract (ABC), to wit:

2.      Bids received in excess of the ABC shall automatically be rejected at the bid opening.

 3.      Bidders should have completed, within one (1) year from the date of submission and receipt of bids, a contract similar to the Project.  The description of an eligible bidder is contained in the Instruction to Bidders (ITB) of the Bid Documents. 

 4.      Bidding will be conducted through open competitive bidding procedures using non-discretionary pass/fail criteria as specified in the Implementing Rules and Regulations (IRR) of Republic Act 9184 (RA 9184), otherwise known as the “Government Procurement Reform Act,” and is restricted to Filipino citizens/sole proprietorships, partnerships, or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines. 

 5.      Interested bidders may obtain further information from BCDA and inspect the Bid Documents at the address given below beginning 11 December 2009 at 12:00 nn.-5:00p.m..

 6.      A complete set of Bid Documents may be purchased by interested bidders from the address given below from December 11-24, 2009 at 12:00 nn.-5:00p.m.. upon payment of a non-refundable fee in the amount of ONE THOUSAND Pesos (P1,000).

 7.      Prospective Bidders may download the Bidding Documents free of charge from the website of the Philippine Government Electronic Procurement System (PhilGEPS) and the website of the Procuring Entity.  However, they cannot participate in the Bidding until the non-refundable fee for the Bidding Documents is paid on or before the deadline of submission of bids. (Based on Section 17.5 IRR RA 9184 and Par. 5, Invitation  to Bid of GPPB-PBD)

 8.      BCDA will hold a Pre-Bid Conference on December 16, 2009, 2:00 p.m. at the BCDA Corporate Center, 2nd Floor Bonifacio Technology Center, 31st St., Crescent Park West, Bonifacio Global City, Taguig City, which shall be open only to all interested parties who have purchased the Bidding Documents.

 9.      Prospective Bidders shall submit their bids on or before 28 December 2009, 9:00 a.m. at the BCDA Reception Desk located at the 2nd Floor Bonifacio Technology Center, 31st St., Crescent Park West, Bonifacio Global City, Taguig City. The reference time or clock that will be followed shall be the computer time at the BCDA Reception Area.  Bids will be opened and evaluated accordingly.

 10.  All bids must be accompanied by a bid security in any of the acceptable forms and in the amount stated in ITB Clause 18.

 11.  Late bids shall be received only for purposes of marking and recording the time at the BCDA Central Receiving and Releasing Area but shall not be accepted by the BAC for Goods.

  12.  Bidders shall submit the following requirements in order to secure the complete set of the Bid Documents to the BAC for Goods Secretariat:

 ·         Letter of Intent (LOI) to Bid addressed to the Chairperson, Bids and Awards Committee for Goods;

 13.  Bid opening shall be on 28 December 2009, 9:30 a.m.. Bids will be opened in the presence of the Bidder’s representatives who choose to attend at the address above.  The Bidder’s representatives may or may not opt to be present during the opening of the bids.

 14.  BCDA reserves the right to accept or reject any Bid, to annul the bidding process, and to reject all Bids at any time prior to contract award, without thereby incurring any liability to the affected bidder or bidders.

 15.  BCDA reserves the right to waive minor defects in forms and requirements as long as they do not affect the genuineness and authenticity of the document submitted.

 16.  All particulars relative to Eligibility Statement, Screening, Bid Security, Performance Security, Pre-Bid Conference(s), Evaluation of Bids, Post-Qualification and Award of Contract shall be governed by the pertinent provisions of R.A. 9184 and its Implementing Rules and Regulations (IRR).
