As a consequence of consecutive failed biddings for the Pabanlag, Macancung, Concepcion and Dampe Service Areas in the Subic-Clark-Tarlac Expressway (SCTEX), the Bases Conversion and Development Authority (BCDA) is inviting interested oil companies to participate in the negotiation for the privatization and development of the SCTEX service areas.

Interested proponents are required to submit a Letter of Intent to formalize their interest to participate in the negotiation not later than 5:00 pm on 25 May 2009.  BCDA shall only negotiate with proponents who have submitted letters of intent.

One-on-one meetings with the interested proponents shall then be scheduled following the submission of the letter of intent to discuss the parameters and procedures in the negotiation.
