Announcement for Negotiated Procurement: ROAD FACILITIES INVENTORY FOR THE SCTEX

The Bases Conversion and Development Authority (BCDA) shall engage the services of the University of the Philippines, through the National Center for Transportation Studies (NCTS), to conduct a Road Safety Audit of the Subic-Clark-Tarlac Expressway (SCTEX), pursuant to BCDA Board Resolution No. 2009-02-033 and BAC Resolution No. 2009-02-02, approving the proposal of the UP-NCTS and the use of Agency-to-Agency Agreement for this purpose. A Notice of Award was issued to the UP-NCTS on 23 February 2009.

Section 53 (e) of the Implementing Rules and Regulations–A of the Republic Act No. 9184 (R.A. 9184) under Negotiated Procurement allows the BCDA to enter into a negotiated procurement with another agency in the procurement of goods, infrastructure, and consulting services.

Consistent with Section 5 (a) of the Government Procurement Policy Board (GPPB) Resolution No. 18-2007 or the Implementing Guidelines on Agency-to-Agency Agreements Negotiated Procurement under Section 53 (e) of IRR-A of Republic Act No. 9184, the following conditions for the conduct of Agency-to-Agency Agreement have been complied with:

a. Conduct of the cost-benefit analysis which indicates that entering into a Memorandum of Agreement (MOA) with the UP-NCTS is more efficient and economical for the government;

b. The project cost amounting to Three Hundred Seventy Thousand Pesos (P370,000.00) only will not exceed twenty-five percent (25%) of the BCDA’s total procurement budget for goods, consulting and infrastructure projects as reflected in the Approved Annual Procurement Plan; and

c. The UP-NCTS has the mandate to deliver the services required by the BCDA, has the access to necessary tools and equipment required for the project, and has highly qualified and experienced Project Team to conduct the Road Safety Audit for the BCDA.

The project shall be conducted to ensure that the SCTEX is at par with world-class standards and to guarantee the safety of the motorists using the expressway.

The scope of work for the study shall include the following:

a. Assessment of needs pertaining to the adequacy of traffic control devices as well as the suitability of the same;

b. Review of as-built plans of the expressway’s vertical and horizontal alignments, signage, pavement markings and guardrails;

c. Conduct of a road safety audit along the expressway and its immediate environs; and

d. Formulation of recommendations.

The project will be completed within six (6) calendar weeks from the issuance of Notice to Proceed (NTP).
