Invitation for Proposals for the Appraisals of Subic-Clark-Tarlac Expressway

1. The Bases Conversion and Development Authority (BCDA) intends to procure the services of two (2) independent private entities to conduct an appraisal of the Subic-Clark-Tarlac Expressway (SCTEX) (the “Project”), pursuant to the Revised Implementing Rules and Regulations of Republic Act No. 9184, entitled, “An Act Providing for the Modernization, Standardization and Regulation of the Procurement Activities of the Government and For Other Purposes.”
2. The BCDA requires the appraisal of SCTEX to determine the market value and market rent at which SCTEX can be privatized through a lease/concession agreement.
3. The BCDA shall engage the services of two (2) appraisal firms for purposes of comparison and shall have an approved budget of Two Hundred Fifty Thousand Pesos (PhP250,000.00) per appraiser.
4. The appraisal report shall be submitted to BCDA within fifteen days from receipt of the Notice to Proceed (NTP).
5. BCDA now calls for the submission of technical proposals which shall include the company profile, curricula vitae of the personnel to be assigned to the project, the methodology to be used and the data needed from BCDA in the conduct of the appraisal/valuation, and the financial proposals indicating the rate per man-day and other incidental expenses to be incurred during appraisal, inclusive of value-added tax (VAT).
6. The technical and financial proposals shall be evaluated based on a quality-cost based criteria with assigned percentage weights.
7. The following short-listed appraisal firms are invited to submit their proposals and other requirements on or before 30 October 2009 at the address given below:
7.1. Cuervo Valuers and Advisory, Inc.;
7.2. Colliers International;
7.3. Asian Appraisal Company, Inc.
7.4. eValue Philippines, Inc.; and
7.5. Cal-Fil Appraisal and Management, Inc.

8. The BCDA reserves the right to accept or reject any Proposal, to annul the procurement, and to reject all Proposals at any time prior to contract award, without thereby incurring any liability to the affected Proponent/s.
