1. The BASES CONVERSION AND DEVELOPMENT AUTHORITY (hereinafter BCDA), through its Bids and Awards Committee for Goods (BAC for Goods), wishes to invite all proponents with at least three (3) years of continuous business operation in the delivery of IT Software to apply for eligibility and to bid for the Supply and Delivery of IT Software for 2009 with an Approved Budget for the Contract (ABC) , to wit:

2. Bidders may bid for one (1) or as many Lots as preferred. Each Lot shall be awarded to a bidder who submits the Lowest Calculated Responsive Bid (LCRB) for a lot. Bids received in excess of the ABC shall automatically be rejected at the bid opening.
3. The description of an eligible bidder is contained in the Instruction to Bidders (ITB) of the Bid Document.
4. Bidding will be conducted through open competitive bidding procedures using non-discretionary pass/fail criteria as specified in the Implementing Rules and Regulations Part A (IRR-A) of Republic Act 9184 (R.A. 9184), otherwise known as the “Government Procurement Reform Act,” and is restricted to Filipino citizens/sole proprietorships, organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines, and to citizens or organizations of a country the laws or regulations of which grant similar rights or privileges to Filipino citizens, pursuant to Republic Act 5183 (R.A. 5183) and subject to Commonwealth Act 138 (C.A. 138). Only bids from bidders who pass the eligibility check will be opened. The process for the eligibility check is described in the Instruction to Bidders (ITB), Section III of the Bid Documents. The bidder with the Lowest Calculated Bid (LCB) shall advance to the post-qualification stage in order to finally determine responsiveness of the bid to technical and financial requirements of the project. The contract shall then be awarded to the Lowest Calculated and Responsive Bidder (LCRB) who was determined as such during the post-qualification procedure.
5. Interested bidders may obtain further information from BCDA and inspect the Bid Documents at the address given below from 17-24 July 2009, 12:00 nn.-5:00p.m..
6. A complete set of Bid Documents may be purchased by interested bidders from the address given below from 17 -24 July 2009 at 12:00 nn.-5:00p.m.. upon payment of a non-refundable fee in the following amount:
6.1 For Bidders of Lot A only - ONE THOUSAND Pesos (P1,000) only
6.2 For Bidders of All Lots (A to C) - FIVE THOUSAND Pesos (P5,000)
Bidders who pay for the bid document at P1,000 shall be entitled to Bid for LOT A ONLY. Thereafter, should the Bidder later decide to Bid for All Lots, said Bidder must manifest his intention in writing and pay the balance of FOUR THOUSAND Pesos (P4,000) on or before 10 August 2009, 1:30 p.m. (deadline of submittal of Eligibility documents and Bid Proposals).
7. The method of payment will be in the form of Cash, Cashier’s Check or Manager’s Check. The Bid Documents shall be received personally by the prospective bidder or his authorized representative.
8. BCDA will hold a Pre-Bid Conference open to all interested parties on 28 July 2009, 2:00 p.m. Center, 2nd Floor Bonifacio Technology Center, 31st St., Crescent Park West, Bonifacio Global City, Taguig City.
9. Bids and eligibility requirements must be delivered to the address mentioned above on or before 10 August 2009, 1:30 p.m. bids must be accompanied by a bid security in the form of Cash, Cashier’s Check or Manager’s Check in the amount equivalent to the following:

Late bids shall be received only for purposes of marking and recording the time at the BCDA Central Receiving and Releasing Area but shall not be accepted by the BAC for Goods.
10. Prospective Bidders shall submit their bids on or before 10 August 2009, 1:30 p.m. at the BCDA Reception Desk located at the 2nd Floor Bonifacio Technology Center, 31st St., Crescent Park West, Bonifacio Global City, Taguig City. The reference time or clock that will be followed shall be the computer time at the BCDA Reception Area. Bids will be opened and evaluated accordingly. The Bidder’s representatives may or may not opt to be present during the opening of the bids.
11. Bidders shall submit the following requirements in order to secure the complete set of the Bid Documents to the BAC for Goods Secretariat:
Letter of Intent (LOI) to Apply for Eligibility and to Bid addressed to the Chairperson, Bids and Awards Committee for Goods; and
12. Bid opening shall be on 10 August 2009, 2:00 a.m. Bids will be opened in the presence of the Bidder’s representatives who choose to attend at the address above.
13. BCDA reserves the right to accept or reject any Bid, to annul the bidding process, and to reject all Bids at any time prior to contract award, without thereby incurring any liability to the affected bidder or bidders.
14. BCDA reserves the right to waive minor defects in forms and requirements as long as they do not affect the genuineness and authenticity of the document submitted.
15. All particulars relative to Eligibility Statement, Screening, Bid Security, Performance Security, Pre-Bid Conference(s), Evaluation of Bids, Post-Qualification and Award of Contract shall be governed by the pertinent provisions of R.A. 9184 and its Implementing Rules and Regulations (IRR).
