INVITATION TO SUBMIT PROPOSAL FOR THE PROCUREMENT OF BUSINESS INFORMATION AND CREDIT INVESTIGATION SERVICES FOR BCDA
1. The Bases Conversion and Development Authority (BCDA) intends to procure the business information and credit investigation services Procurement of Business Information and Credit Investigation Services in order to facilitate the review of the financial and technical capability of various proponents submitting proposals to BCDA for the privatization and development of its properties in Bataan Technology Park in Bataan and San Miguel Naval Station in Zambales.
2. The approved budget for the contract is One Hundred Thousand Pesos (PhP100,000.00).
3. The BCDA requires the services of a firm to conduct investigation, check credit rating and submission of full business reports of various firms (local and foreign) as required by BCDA to include the following details/information: corporate profile; registration records; company operations; most recent financial statements; negative records; bank loan exposure; list of officers and stockholders; number of manpower; trade checking; and other relevant information.
4. The reports shall be submitted to BCDA within twelve (12) working days from signing of the contract of services in compliance with the Terms of Reference for the Procurement of Business Information and Credit Investigation Services.
5. BCDA now calls for the submission of proposals from shortlisted companies who intend to participate in the project.
The firms shall submit a company profile and list of clientele references in addition to the financial proposal and other documentary requirements provided for in the Terms of Reference.
The proposals shall indicate the work schedule/timetable and all other expenses to be incurred during the conduct of credit investigation, inclusive of value-added tax (VAT).
6. BCDA shall evaluate all submitted proposals by ranking in ascending order the total calculated bid prices, as evaluated and corrected for computational errors, and other bid modifications, to identify the Lowest Calculated Bid.
7. The proponent who submitted the Lowest Calculated Bid shall be issued the Notice of Award of the Contract for the Business Information and Credit Investigation Services.
8. The BCDA reserves the right to accept or reject any Proposal, to terminate the procurement, and to reject all Proposals above the approved budget amounting to One Hundred Thousand (PhP100,000.00) prior to award of contract, without thereby incurring any liability to the affected Proponent/s.
9. Interested companies may submit their proposals and other requirements on or before 24 July 2012 at the address given below.
