Consulting Services for the Master Planning of 36,086–Hectare Clark Special Economic Zone (CSEZ)
1. The Bases and Conversion Development Authority (BCDA), through its 2012 Corporate Budget, intends to apply the sum of Twenty-Six Million Pesos (PhP26,000,000.00) being the Approved Budget for the Contract (ABC) to payments under the contract for the Master Planning of the approximately 36,086 – hectare Clark Special Economic Zone (CSEZ). Bids received in excess of the ABC shall be automatically rejected at the opening of the financial proposals.
2. To cope with the recent developments in CSEZ and with new market conditions, BCDA needs to engage the services of a consultant to prepare a new Master Development Plan (MDP) for CSEZ that is marketable, effective, viable and in harmony with the current and planned developments for CSEZ. BCDA’s main objective for the project is to update and integrate all development plans for the Clark Main Zone and Sub Zones, while taking into consideration the recent, current and future developments within CSEZ and the surrounding area in the context of market trends in the Asian and international setting.
3. Copy of the Terms of Reference (TOR) for the project can be downloaded from the BCDA Website (http://www/bcda.gov.ph/) or can be secured by the interested proponent at BCDA Corporate Center, 2/F Bonifacio Technology Center, 31st Street, Crescent Park West, Bonifacio Global City, Taguig City.
4. The BCDA now calls for the submission of Eligibility Documents for the consulting services for the Master Planning of the approximately 36,086 – hectare CSEZ. Interested consultants may purchase Eligibility Documents at a non refundable fee of Fifteen Thousand Pesos (PhP15,000.00) from 12 March 2012 to 23 March 2012 at the BCDA Corporate Center, 2/F Bonifacio Technology Center, 31st Street, Crescent Park West, Bonifacio Global City, Taguig City, during office hours from 8:00AM to 5:00PM.
5. A Pre-Bid Conference for the discussion of the Eligibility Documents will be conducted on 16 March 2012 at 10:00 AM at the BCDA Corporate Center, 2/F Bonifacio Technology Center, 31st Street, Crescent Park West, Bonifacio Global City, Taguig City.
6. Interested consultants must submit their Eligibility Documents on or before 26 March 2012 at 10:00 AM at the BCDA Corporate Center, 2/F Bonifacio Technology Center, 31st Street, Crescent Park West, Bonifacio Global City, Taguig City. Applications for eligibility will be evaluated based on a non-discretionary “pass/fail” criterion. The opening of Eligibility Documents is on 26 March 2012 at 10:30 AM at the BCDA address stated above.
7. The interested consultant must be registered online with the Philippine Government Electronic Procurement System (http://www.philgeps.net/) as a legitimate service provider for government requirements.
8. The BCDA Bids and Awards Committee for Consultancy (BAC-C) shall draw up the short list of consultants from those who have submitted Eligibility Documents/Expression of Interest and have been determined as eligible in accordance with the provisions of Republic Act 9184 (RA 9184), otherwise known as the “Government Procurement Reform Act”, and its Implementing Rules and Regulations (IRR). The short list shall consist of at most five (5) prospective bidders who will be entitled to submit bids.
The minimum qualifications of the consultants are the following:
a. The consultant must be a reputable firm with at least five (5) years business operation. In the case of joint ventures, each firm should have at least five (5) years business operation; and,
b. The firm must have handled and finished at least five (5) Master Development Plans or Urban and Regional Planning projects either in the Philippines or in other countries. In case of joint ventures, each firm should have handled and finished at least five (5) Master Development Plans or Urban and Regional Planning projects either in the Philippines or in other countries.

9. Bidding will be conducted through open competitive bidding procedures using non-discretionary “pass/fail” criterion as specified in the IRR of RA 9184. Bidding is open to all interested bidders, whether local or foreign, subject to the conditions for eligibility provided in the IRR of RA 9184.
10. The contract shall be completed within six (6) months to commence on the issuance of Notice to Proceed.
11. The BCDA reserves the right to reject any and all bids, annul the bidding process, or not award the contract at any time prior to contract award, without thereby incurring any liability to the affected bidder or bidders.
