TERMS OF REFERENCE
SUPPLY AND DELIVERY OF NATIONAL BROADSHEETS, TABLOIDS AND MAGAZINES FOR BCDA
BUDGET:
TWO HUNDRED FIFTY FOUR THOUSAND (Php254,000.00)
RATIONALE:
The Public Affairs Department (PAD) is in-charge of BCDA-wide subscription of national dailies and magazines. PAD ensures the timely supply of newspaper and magazine daily to keep the organization informed about current events, specifically those related to BCDA and its subsidiaries. Further, PAD is tasked to monitor publication of corporate advertisements and bid notices related to the corporation’s procurement activities.
DELIVERY REQUIREMENT:
1. The supplier must deliver the required number of copies of all national dailies to BCDA on or before 5:00 a.m. Mondays to Sundays without delay.
2. The supplier must be aware that during official holidays and non-working holidays, BCDA may opt to reduce the number of copies of newspapers.
3. The supplier must be open to accommodate requests of additional copies of newspapers as needed.
SELECTION OF SUPPLIER:
1. The supplier must be a registered firm/company with the Securities and Exchange Commission and/or DTI
2. The supplier must be an accredited member of the publication agency.
3. The supplier must be in good financial standing to support the needs of their clients.
TERMS OF PAYMENT:
1. Payment for the supply and delivery of newspapers shall be processed on a monthly basis upon submission of the monthly statement of account.
2. Payment for the supply and delivery of magazines shall be processed on a yearly basis upon signing of the contract of subscription.

- Certified True Copy (signature over printed name) of SEC Registration/ DTI
- Certified True Copy of accreditation membership of the Publication Agency.
- Income Tax Return with BIR stamped, 2009 and 2010.
BCDA reserves the right to accept or reject any or all of the quotations to waive formally therein, or to accept quotation/s as may be considered most advantageous to the govt or to pursue appropriate legal action should the winning bidder refuse to accept the award without justifiable reason/s.
The contract shall then be awarded on a per line item basis to the Lowest Calculated and Responsive Bidder (LCRB) who was determined as such during the evaluation procedure.

MAGAZINES: ABC - Php 20,000.00
