REQUEST FOR PROPOSAL
CONSULTANCY SERVICES FOR THE APPRAISAL
OF VARIOUS PROPERTIES
1. The Bases Conversion and Development Authority (BCDA) intends to procure and engage the services of two (2) consultants/appraisal firms to conduct appraisal studies on the following properties:
(a) The 97,608-square meter Market! Market! Lot located in Bonifacio Global City, Taguig City;
(b) Pamayanang Diego Silang Area (Lot 4 - 560 square meters, TCT No. 28662);
(c) Pamayanang Diego Silang Area (Portion of Road Lot 28 – approx. 350 square meters, TCT No. 28686);
(d) Villamor Air Base Concessionaires Area (Block 4, Lot 24 – 30 square meters, TCT No. 148036);
(e) The 2,010-square meter property in Poro Point Freeport Zone traversed by the San Fernando Airport Runway; and,
(f) Lot 4309, Cad 539-D, San Fernando Cad. with an area of 2,064 square meters located within the Hill Obstruction.
2. The consultant/appraisal firm shall conduct appraisal studies on “as is, where is” basis to determine the current Fair Market Value (FMV), Fair Rental Value (FRV) and Prompt Sale Value (PSV) that shall serve as reference in the proper valuation and/or disposition of the aforesaid properties and to prepare and submit the appurtenant report.
3. The Market! Market! Lot, which is currently being leased to Station Square East Commercial Corporation, shall be appraised using the “Lease Fee” approach to determine the interest of the Lessor and the “Leasehold Rights” approach to determine the Lessee’s interest on the property.
4. The consultant/appraisal firm must have the following minimum qualifications: (i) must have at least five (5) years experience in real estate appraisal (ii) must have undertaken at least twenty-five (25) similar projects; and (ii) the consultant/team leader to be assigned to the project should be a Licensed Real Estate Appraiser;
5. The consultant/appraisal firm is required to submit to BCDA the following using the attached prescribed forms:
(a) Financial Proposal for the project (PF Form 1);
(b) Curriculum Vitae of the Firm (TP Form 1) together with the Company Profile or Curriculum Vitae of the Consultant (TP Form 2) in case of individual consultant; and
(c) Curriculum Vitae of the Team Leader to be assigned for the project (TP Form 3), in case of appraisal firm.
6. The consultants/appraisal firms shall be evaluated based on a Quality-Cost Based Evaluation (QCBE).
7. The criteria and rating system for the selection of the two (2) consultants/appraisal firms with the Highest Rated Offers are as follows:

8. The total approved budget for the appraisal services of the two (2) winning consultants/firms is THREE HUNDRED FIFTY thousand pesos (P350,000.00), inclusive of all applicable taxes. Thus, the Financial Proposal of a proponent should not exceed One Hundred Seventy-Five Thousand Pesos (Php175,000.00).
9. The project shall be completed, and the winning consultants/appraisal firms should submit their respective appraisal reports, within thirty (30) calendar days after the issuance of the Notice to Proceed.
10. The BCDA reserves the right to accept or reject any proposal, and to annul the selection process and reject all proposals at any time prior to contract award, without thereby incurring any liability to the affected consultants.
11. The BCDA invites interested consultants/appraisal firms to submit their proposal together with the required supporting documents by hand or through mail to the address below on or before 03 October 2011, 5:00 p.m.
