TERMS OF REFERENCE FOR THE
PROCUREMENT OF PRINTING SERVICES FOR THE BCDA EXTERNAL AND INTERNAL NEWSLETTERS

I.                  Budget        :           Php500,000

II.                Objectives    :          The objectives of the BCDA External and Internal Newsletters are:

A.      BCDA EXTERNAL NEWSLETTER

1.      GENERAL OBJECTIVE

The newsletter aims to effectively communicate to its publics BCDA’s programs, projects, accomplishments and plans that are perceived to be of great significance in national development.

2.      SPECIFIC OBJECTIVES

·         Disseminate accurate information in an effort to promote transparency—BCDA being an arm of the National Government and a steward of the country’s resources;

·         Generate positive awareness and approval for BCDA and its expanding role in the country’s economic development; and,

·         Sustain stronger relationships with its subsidiaries, affiliate agencies and investors and business groups, project-affected communities and decision-makers in government.

B.      BCDA INTERNAL NEWSLETTER

1.      GENERAL OBJECTIVE

The newsletter aims to keep BCDA employees informed on matters concerning the organization and also increase their level of competence as partners of management in achieving the BCDA mandate.

2.      SPECIFIC OBJECTIVES

·         To provide recent and timely information to enhance BCDA employees’ knowledge on issues concerning BCDA as frontliners and management’s partners in reputation building;

·         To reinforce communication lines within the organization for employees to have better work relationships as highly professional workers; and,

·         To promote the feeling of solidarity within the organization, translating mutual feelings into situations that can motivate and facilitate tasks to be done with minimal resistance or obstacles.

3.      INSTRUCTION TO SUPPLIER

a)      Bidding Requirement:

·         The supplier must submit a list of printing equipment which they own.

·         That the BCDA-PAD must be allowed to visit the press and inspect the equipment before award of the project to ensure that the bidder can deliver the requirements.

b)      Production Requirement:

1)     The BCDA-PAD shall supply the BCDA Newsletter files in Adobe Indesign and/or Adobe PDF formats.

2)     All materials (electronic files and photos) sent to supplier for production shall be turned over to BCDA-PAD five (5) working days after production/delivery of every issue.

3)     The supplier shall be required to submit a proof based on final approved files for computer to plate service or laser printout for color separation/negative output services for approval of BCDA-PAD prior to actual printing of each newsletter design two (2) working days after turnover of file.

4)     The supplier shall allow BCDA representative to conduct press work during the production of the newsletters.

5)     The final output of the newsletter shall be delivered to BCDA within seven (7) working days after the date of approval of proof/laser printout by the BCDA-PAD.

IV.      Timetable and Contract Term

a)     This Contract shall be effective for twelve (12) months from the award of contract.

b)     The final output of the newsletter shall be delivered to BCDA within seven (7) working days after the date of approval of proof/laser printout by the BCDA-PAD.

c)      The supplier shall satisfactorily complete all deliverables of the project within 12 months or 365 calendar days.

V.       Terms of Payment

a)     For services to be rendered under this CONTRACT, BCDA shall pay the CONSULTANT in six (6) staggered payments, over a period of one (1) year, where each payment represents one-sixth (1/6) of the total contract price.  Each payment shall be made 30 days after delivery of each bi-monthly issue.

b)     The amount in Pesos shall be inclusive of any and all taxes to be paid to the government.
